There is rarely a major application implementation that does not have a significant data migration need. Yet, most organizations, mistakenly, assign the data migration to application implementation vendors.

This is like asking a house builder to furnish it.
Application implementors know how to implement applications but rarely do they know enough to handle data effectively. It is a different ball game.
This is clearly evident in the fact that most application implementation projects are delayed primarily due to data related issues.

Profiling existing data, assessing the gap with the new application, and designing and implementing transformation, validation and loading routines is a project by itself and should be treated as such.
